No worries here. I've been looking at it too, but haven't been able to solve the puzzle.

i've just take a re look a while, and i will return of course over. This crazy thing result to me very strange.
I've disable a moment wp_w3all to check if the behavior was the same, and of course, wp_w3all can't interfere with this as not fire nothing in these cases.

I note that, on WP 4.7.3 if i go in admin -> Settings -> General
and under Date Format or Time Format i set custom option, or any i choose, when saving, it do not save nothing and reset to default.
As i can i'll try to discover if any bug on WP about, or what hell is not going right here.

Do you or somebody else experience the same about time/date settings in WP?

When i change under admin -> Settings -> General this both options. This have effect.

I'm also running 4.7.3

When I change to Custom setting in Setting/General/Date it works.

When I change to Custom setting in Setting/General/Time if I set a Custom time that matches one of the defaults, it reverts to that default. If I set my own choice, it stays on the custom setting.

I hope I'm being clear with what I'm describing.

In either case, it makes no difference to the widget.

Yes! You're exactly on point. I've forget to precise that this happen choosing Custom: It is the same for me, so i try to open a bug ticket, because still no answer to this until now:

It has been recognized as Bug to be resolved in WP, so i'm waiting to some new about before to return over this: if no news in short time, i will try to see what could be. But i'm pretty sure it will be soon resolved.
