no you do not have to delete nothing from database and when you remove uninstalling the plugin it clean up all the (just 3) created rows into wp options table.
I suspect the problem come out due this scenario, so i take a fast dinner and before anything else i will try out and let know about this.
In the while, you could, with the plugin disabled, create another admin user in WP, so an admin that will be not UID1, that need to fit another user in phpBB (also a simple registered user), same email and username.
This user should not get same problem, isn't it?
p.s also note that at this time when you login you need to use the phpBB password for the user if it is different in phpBB, but i assume you have try out this way.
